With over four decades at the Nigerian Bar, Chief Mrs. Moremi Soyinka-Onijala has played a pivotal role in shaping Nigeria’s fiscal, investment, and regulatory frameworks. As Head of the Technical Services Department at the Federal Ministry of Finance, she led and negotiated complex public-private partnerships and government-to-private sector transactions, chaired the Tariff Technical Committee, and helped craft Nigeria’s fiscal and investment policy. She was also a key architect of the Voluntary Asset and Income Declaration Scheme (VAIDS) and the Presidential Executive Order that established it, advising the government on tax compliance, enforcement, and regulatory strategy.

As Director of Citizenship and Business at the Ministry of Interior, Chief Mrs. Moremi Soyinka-Onijala designed Nigeria’s modern licensing and compliance framework for expatriate quotas, business permits, and citizenship applications. She spearheaded landmark migration and residency reforms approved by the Federal Executive Council—policies that now support foreign investment, skilled migration, and diaspora engagement. She also established the first training program and framework for certified agents who interface between clients and the ministry, strengthening transparency and curbing fraud.

Earlier in her career, Chief Mrs. Moremi Soyinka-Onijala worked at the National Insurance Corporation of Nigeria and in the United States, where she helped establish the Charles Gilchrist Center for Cultural Diversity in Maryland, providing free legal and humanitarian services to migrants across the Washington DC–Maryland–Virginia region. She also served as Special Assistant to President Olusegun Obasanjo on Legal and Constitutional Matters, later assuming additional responsibility for Migration, Refugee, and Humanitarian Affairs under Presidents Umaru Musa Yar’Adua and Goodluck Jonathan, contributing significantly to national policies on citizenship, migration, border governance, and humanitarian coordination. She played a central role in creating the Border Communities Development Agency, represented the Presidency on the Nigerian–Cameroon Mixed Commission, and served as Vice-Chair of the Presidential Committee on Resettlement of Communities affected by the ICJ’s Greentree Agreement.

Chief Mrs. Moremi Soyinka-Onijala is a World Bank–certified Public-Private Partnership Specialist, an Associate Member of the Chartered Institute of Taxation of Nigeria, and a prolific researcher and policy analyst, having published and presented over 20 papers nationally and internationally on citizenship law, migration, taxation, governance, and national development. She has served on more than 30 boards and committees spanning government, international organizations, private companies, and civil society.

Currently, she serves as Chairman of the Abuja Tax Appeal Tribunal, overseeing high-value disputes between taxpayers and tax authorities, further reinforcing her expertise in tax litigation, regulatory interpretation, and administrative law. Damilola Victoria Alabi is a results-driven legal practitioner and management consultant specializing in intellectual property, real estate, estate planning, health Law, corporate advisory, and technology law. Damilola is the Coordinator of the Intellectual Property Lawyers’ Association Nigeria (IPLAN) IP Clinic, leading pro bono initiatives that support creatives and entrepreneurs, and currently serves as Secretary of the Technology, Media, and Telecommunications Committee of the Nigerian Bar Association – Section on Legal Practice (NBA-SLP). She holds an LL.M in Legislative Drafting from the National Institute for Legislative and Democratic Studies, University of Benin.
Eniola began her career at the Ministry of Justice, Port Harcourt, and subsequently gained experience in real estate, compliance, estate planning, and corporate law through roles at Northcourt Real Estate, West Norwood Realty, and Sijuwade, Awopetu & Associates. She also served as a legal drafter at Fair Castle Legal before her current appointment as Legislative Drafter at the National Assembly.
