Chief Mrs. Moremi-Soyinka Onijala, Esq. leads Parchment Legal Consultants, a firm specializing in commercial law, migration, estate planning, and advisory services. She combines exceptional legal expertise with decades of senior-level government experience and international exposure, making her a leading and trusted authority on regulatory law, taxation, public-private partnerships, citizenship, estate planning, cross-border migration, public policy, and legislative advisory services. With over four decades at the Nigerian Bar, Chief Mrs. Moremi Soyinka-Onijala has played a pivotal role in shaping Nigeria’s fiscal, investment, and regulatory frameworks. As Head of the Technical Services Department at the Federal Ministry of Finance, she led and negotiated complex public-private partnerships and government-to-private sector transactions, chaired the Tariff Technical Committee, and helped craft Nigeria’s fiscal and investment policy. She was also a key architect of the Voluntary Asset and Income Declaration Scheme (VAIDS) and the Presidential Executive Order that established it, advising the government on tax compliance, enforcement, and regulatory strategy.

As Director of Citizenship and Business at the Ministry of Interior, Chief Mrs. Moremi Soyinka-Onijala designed Nigeria’s modern licensing and compliance framework for expatriate quotas, business permits, and citizenship applications. She spearheaded landmark migration and residency reforms approved by the Federal Executive Council—policies that now support foreign investment, skilled migration, and diaspora engagement. She also established the first training program and framework for certified agents who interface between clients and the ministry, strengthening transparency and curbing fraud.

Earlier in her career, Chief Mrs. Moremi Soyinka-Onijala worked at the National Insurance Corporation of Nigeria and in the United States, where she helped establish the Charles Gilchrist Center for Cultural Diversity in Maryland, providing free legal and humanitarian services to migrants across the Washington DC–Maryland–Virginia region. She also served as Special Assistant to President Olusegun Obasanjo on Legal and Constitutional Matters, later assuming additional responsibility for Migration, Refugee, and Humanitarian Affairs under Presidents Umaru Musa Yar’Adua and Goodluck Jonathan, contributing significantly to national policies on citizenship, migration, border governance, and humanitarian coordination. She played a central role in creating the Border Communities Development Agency, represented the Presidency on the Nigerian–Cameroon Mixed Commission, and served as Vice-Chair of the Presidential Committee on Resettlement of Communities affected by the ICJ’s Greentree Agreement.

Chief Mrs. Moremi Soyinka-Onijala is a World Bank–certified Public-Private Partnership Specialist, an Associate Member of the Chartered Institute of Taxation of Nigeria, and a prolific researcher and policy analyst, having published and presented over 20 papers nationally and internationally on citizenship law, migration, taxation, governance, and national development. She has served on more than 30 boards and committees spanning government, international organizations, private companies, and civil society.

Currently, she serves as Chairman of the Abuja Tax Appeal Tribunal, overseeing high-value disputes between taxpayers and tax authorities, further reinforcing her expertise in tax litigation, regulatory interpretation, and administrative law. Beyond her public service, Chief Mrs. Moremi Soyinka-Onijala is a committed philanthropist and founder of initiatives including the Soyinka Family Foundation, the Yeyemofin Legal Aid Project, and the Alliance for Community Transformation.

Elizabeth is a public policy expert and legal professional with over a decade of experience in corporate governance, company secretarial practice, regulatory compliance, commercial law, and legal advisory services. She has extensive expertise in estate planning, wills, and trust administration, advising individuals and families on asset preservation, succession planning, and related legal documentation.
Elizabeth is an Associate Member of the Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN) and a Fellow of the Institute of Corporate Administrators. She has a proven track record of supporting boards and management teams through effective governance structures, statutory compliance, corporate documentation, and stakeholder engagement. Ms. Orage is also a Justice of the Peace.
Known for her analytical skills, integrity, and disciplined approach, Elizabeth delivers solutions that enhance governance, compliance, and organizational effectiveness.
Ms. Damilola Victoria Alabi, Esq.
Damilola Victoria Alabi is a results-driven legal practitioner and management consultant specializing in intellectual property, real estate, estate planning, health Law, corporate advisory, and technology law. She provides innovative, client-focused legal solutions through advisory, transactional, and compliance services for both individuals and corporate clients.
Damilola is the Coordinator of the Intellectual Property Lawyers’ Association Nigeria (IPLAN) IP Clinic, leading pro bono initiatives that support creatives and entrepreneurs, and currently serves as Secretary of the Technology, Media, and Telecommunications Committee of the Nigerian Bar Association – Section on Legal Practice (NBA-SLP). She has held multiple leadership roles within the NBA, including as the first Chairperson of the NBA Garki Branch Young Lawyers Forum and Publicity Secretary of the Branch.
A trained and certified Management Consultant and inducted member of the National Council of Management Development (NCMD), Damilola combines legal expertise with organizational insight, helping clients navigate complex legal, compliance, and business challenges with precision and foresight.
Ms. Eniola Omolola Bisiriyu, Esq.
Eniola is a lawyer and legislative drafter with over nine years of legal experience and three years specializing in legislative drafting. She earned her law degree from Igbinedion University Okada, graduating with a second-class upper, and was called to the Nigerian Bar in 2018. She holds an LL.M in Legislative Drafting from the National Institute for Legislative and Democratic Studies, University of Benin.
Eniola began her career at the Ministry of Justice, Port Harcourt, and subsequently gained experience in real estate, compliance, estate planning, and corporate law through roles at Northcourt Real Estate, West Norwood Realty, and Sijuwade, Awopetu & Associates. She also served as a legal drafter at Fair Castle Legal before her current appointment as Legislative Drafter at the National Assembly.
Eniola’s multidisciplinary experience equips her to provide precise legal guidance, effective compliance solutions, and expert legislative drafting services.
Mr. Abdulrazak Muhammad, Esq.
Abdulrazak Muhammad is a legal practitioner with expertise in Shariah (Islamic) Law and corporate legal practice. He holds a law degree with a specialization in Islamic Law from Ahmadu Bello University, Zaria, and has extensive experience advising clients on corporate governance, compliance, contract negotiation, and board advisory matters. Abdulrazak has worked with reputable law firms, including Haven Legal Consult and Sani Adamu & Co., gaining exposure to corporate compliance, litigation, dispute resolution, estate planning and regulatory advisory. He also holds a professional certification in Human Resource Management from the International Organization of Management Professionals (IOMP), enabling him to advise organizations on employment contracts, HR compliance, and workplace governance.
